Forum for Integrated National Security (FINS)







Kolkata, Forum for Integrated National Security (FINS), an all India CBDT approved body, working in the fields of internal, external and social security is concerned about the recent financial fiasco that has sparked off with the closure of Saradha Group run media houses.  The Ministry of Corporate Affairs has pointed out that there are 73 companies in West Bengal that are engaged in collecting illegal deposits but so far   State has initiated action only against Saradha and that too only under the Criminal Procedure Code.
We have made our submission to Honourable Chief Minister Mamata Banerjee that the state needs to act in such a situation on an emergency basis and prevent further erosion of funds from the system because this would have tremendous adverse effect on the economy.
A State, under the Federal structure, has the competence to implement Central Laws. It is competent to act on the basis of Prize Chits Money Circulation Scheme (Banning) Act of 1976, Prevention of Money Laundering Act 2002 and the Indian Penal Code. The state financial department can also regulate companies under the provisions of registration and enrolment in the Municipal Act.
We understand that the State has initiated action to place a new bill in the assembly for having a new law to have control over illegal chit funds and such companies that are collecting illegal deposits, FINS is afraid that any legal hurdle in the implementation of law would delay action against unscrupulous actors.   Delay in initiating action may cause transfer, assignment and commitment of assets (business, personal, directors’ and public partners’ assets).  It is important to prevent transfer, assignment and commitment of assets because such assets can be used for auction to mobilize funds and compensate the affected depositors.
FINS is not averse to the idea of compensation but the mechanism should be properly worked out and has to be consistent with the Law.Honourable Chief Minister has plans to form a corpus of Rs 500 crore through raising taxes but FINS is afraid that this would not be permissible by law since the state cannot raise funds to participate in private affair. All the companies involved in the business of illegal money raising are private companies and money deposited by depositors is also private affairs.  Technically both companies and depositors in such cases have acted illegally and any tax collection to compensate depositors, who have been affected as a fall out illegal action, would be against the principles of law.  Law allows the government to mobilize public money only in the cases of compensating for National Calamity, Riots and Wars.
The state government should immediately act with available legal resources and avoid any such measure that would create controversies because Justice Delayed is Justice Denied.

Climate Change Challenge
Most people are aware that the weather is less predictable today, than it used to be not so long ago. In addition, some astounding disasters have occurred, such as the recent tsunamis, earthquakes and hurricanes.  There is an increase of ocean waters (as a result of the melting of huge blocks of ice in the earth’s poles), increases in temperature in several areas, etc.
Planet Earth is today undergoing a crisis never before witnessed in the history of human race, that is, in millions of years.  If one asks ‘Who or what is the cause of this?’  The answer is ‘man.’  We have over used earth’s natural resources.  Our development is not sustainable, but depleting.  We have polluted the air, water and land, and have over-loaded earth with placing mounds of garbage on it.
About the Event
To commemorate Earth Day and to make youth aware of the environmental crisis earth faces today, Earth Day Network, and Bichitra Pathshala have organized Earth Reel– a film competition for students to awaken their interest in the environment and build awareness amongst the youth about critical environmental issues.  Earth Reel is supported by iLEAD, Kolkata (Institute of Leadership, Entrepreneurship and Development).

The competition has been developed keeping in mind the strong influence the film medium has on young minds, coupled with the belief that youth can play a strong role in helping stymie the many environmental problems the world faces today. Through the films they make, the young directors will be able to reach out to and influence their peers.

An interesting feature of this completion is that the filmmakers whose entries are short-listed, will be required to make a presentation to explain the environmental issue they have filmed, and speak about ways youth can help mitigate the problem.  This segment has been put in to ensure that the young filmmakers better comprehend environmental issues.

Eighteen schools have come forward to participate.  The total number of entries are close to one hundred.  The three segments of the competition are:
Group 1: Short films up to ten minutes each for age group 10-13 years of age
Group 2: Short films up to ten minutes each for age group 14-17 years of age
Public Service Announcement:  of up to one minute

Kolkata: As a part of the Golden Jubilee celebrations the Department of Food Science & Nutrition Management of J.D. Birla Institute is organizing a Seminar on “Obesity – Complications and Management” to sensitize young students about the problems associated with Obesity at J D Birla Main Campus
Global obesity has been on the rise in recent decades and over-nutrition is now increasingly prevalent in previously unaffected countries like India. The World Health Organization has described Obesity as one of today’s most neglected public health problem affecting every region of the globe.
In this century, people have become used to the fast paced life. This lifestyle change is, not only causing negative effects on their health, body and mind but also, becoming a cause of many chronic and cardiovascular diseases. Among these, the obesity is turning out to be a growing concern in the world’s population. People are attracted towards processed foods. A lot of the Indian population has started relying on processed food which contains a huge percentage of Trans fat, sugars, and other unhealthy and artificial ingredients. The fat build up in a person’s body may cause them to suffer from chronic diseases and severe illnesses.
The etiology of obesity is multifactorial. Overeating/ unhealthy eating habits is primarily cause but psychological problems ,hormonal imbalance, genetic reasons/familial obesity, lack of activity, poor life style could play a part.
Eminent speakers participating in the Seminar shared their views and knowledge on this occasion.
Dr. Shikha Sharma (MBBS) is a nutritionist and Founder of Clinique De Rejuvenation, a weight management clinic and Nutri-Health Systems. She has been felicitated with the prestigious Kalpana Chawla Award, Women Achiever Award from FICCI as well as Talented Ladies Award by the Bharat Nirman Society. She has given weight lost tips with nutri health diet to the students of JDBI.She delivers simple and effective program which is also fun to follow regarding weight issues,choloestral problems and diabetetes.

Dr. Mary D’Cruz (MBBS) is a diabetologist and diabetic educator at Dr. Mohan’s Clinic, Kolkata shared his view on  Risk and Complications of Obesity
H e is more concerned about obesity impact on disables and special need children. He sais that research has demonstrated conclusively that both adults and children with disabilities are significantly more likely than their peers to be overweight or obese.Obesity adds an additional layer of difficulty for special needs children, impacting their day-to-day lives as well as their long-term health.

Ms. Hena Nafis is Eastern India’s most prominent Nutritionist, founder of Nutrience, a nutrition & lifestyle clinic, well known T2 Columnist who has been felicitated with ‘Zindagi Live Awards’ by IBN7 and Mr. Ranadeep Moitra is a physical fitness expert at Endorphins – Exercise Studio at Kolkata, an ex-cricketer and a well known T2 Columnist also present on this occasion and shared their views.Mr. Moitra view was that phusical exercise is very important in the management of obesity.


Dr. B. Ramana (MS, DNB, FRCS), Senior Surgeon at Belle View Clinic - Kolkata was also present on this occasion.. He has wide experience in both open and laparoscopic surgery. Dr. Ramana is a member of the Editorial Board of the World Journal of Surgery, and is constantly in touch with the latest developments in the world of surgery, weight loss, exercise and nutrition. He shares all his knowledge with audience (including cooking, nutrition, fitness, exercise science, etc.) together with his bariatric surgical expertise on this occasion.

Emphasizing the need to spread awareness to tackle obesity, Deepali Singhi,Principal, J D Birla Institute said, “Parents should be aware and should be responsible to guide their children to eat the right kind of food and engage them in physical activities. Also more emphasis should be laid on engaging yourself in outdoor activities.”
